On December 5, 2003, CADE recognized U.S. Senator Arlen Specter as its Honoree for his professional initiatives and personal dedication to keeping children safe from drug abuse and violence. Pennsylvania's Senior Senator was one of the first public officials in the United States to become involved in the prevention and treatment of drug abuse and addiction. As early as 1965, when he became Philadelphia's District Attorney, he learned about addiction by spending a weekend at New York's Daytop treatment program. Subsequently, he brought to Philadelphia the first residential treatment center, Gaudenzia House, which has become the largest treatment program in Pennsylvania. He also established several rehabilitation programs for addicted offenders which quickly became national models. In 1996, Senator Specter visited a class of first grade children participating in the CADE program. Asking questions about drugs and guns, he was so shocked by their experiences and impressed by their responses, that upon returning to Washington, Senator Specter advocated for CADE to receive a quarter of a million dollars from the Center for Substance Abuse Prevention. He has been a champion of CADE ever since, and continues to be instrumental in renewing this funding annually. Throughout his career, Senator Specter has played a leading and consistent role in establishing, promoting, and increasing appropriations for many other health and prevention research programs, as well, including the Women's Health Initiative. During his first term, in the 1980s, when little attention was being paid to the needs of children and families, he and Senator Christopher Dodd formed a bipartisan U.S. Senate Children's Caucus which investigated and made recommendations on such issues as teenage fathers, school-based health clinics and standards for juvenile detention centers. For his lifelong leadership and commitment to making a difference in the lives of children, their families, and their communities, CADE is proud to honor Sen. Arlen Specter.
