"Building a more effective safe and drug-free schools and communities program." Citing the final report of the Department of Education's School-Based Drug Prevention Programs: A Longitudinal Study in Selected School Districts and other studies, McCaffrey said that "the involvement of parents and communities is critical to the success of school-based and other drug-prevention programs Private sector efforts, such as the work of the Corporate Alliance for Drug Education are of major help to local schools.." McCaffrey noted that "school-based prevention efforts can also play
a significant role in reducing youth violence." (CADE uses its STAR
- Students Against Risk curricula to teach children anti-violence skills.)
Throughout his testimony, McCaffrey cited efforts that mirror the CADE
program. Discussing how to implement "what we already know works,"
McCaffrey said, "We know we must start early on and repeat often.
We also know that we need to focus on risk and protective factors. It
is also clear that school-based programs are a cornerstone of comprehensive
drug prevention systems
